The \u201cspirit\u201d and intent of Act 51 was to:<\/p>\n\n\n\n<ul id=\"block-cc0ef9f1-4236-4daa-a745-b1d9a5094b68\" class=\"is-style-checkbox wp-block-list\"><li>Strengthen the ties between school and community;<\/li><li>Provide a voice for all major stakeholder groups;<\/li><li>Create opportunities for collaboration and partnership in the educational system; and<\/li><li>Focus on a shared goal of improving student achievement and system\u2019s accountability.<\/li><\/ul>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-getwid-icon-box has-icon-left has-text-left\"><div style=\"margin-right:30px\" class=\"wp-block-getwid-icon-box__icon-container is-position-top\"><div class=\"wp-block-getwid-icon-box__icon-wrapper has-text-color\" style=\"font-size:60px;padding:0px;color:#000000\"><i class=\"\"><\/i><\/div><\/div><div class=\"wp-block-getwid-icon-box__content\">\n<div class=\"wp-block-getwid-advanced-heading\" style=\"margin-bottom:5px\"><h3 class=\"wp-block-getwid-advanced-heading__content has-text-color has-black-color\">Our common-sense principles&#8230;<\/h3><\/div>\n\n\n\n<p class=\"has-small-font-size\">The policies developed by the Hawaii State Board of Education and Hawaii State Department of Education to implement School Community Councils are based on three common-sense principles:<\/p>\n\n\n\n<ul id=\"block-b1919415-41c8-44ab-bdde-167392a81d8d\" class=\"is-style-checkbox wp-block-list\"><li>Individuals closest to the students should be more involved in making significant decisions affecting the instructional program of the school.<\/li><li>A school plan to improve student academic achievement receives more support when people understand and help create that plan.<\/li><li>When families participate in a variety of ways in their children\u2019s education, including decision-making, their children and the school are more successful.<\/li><\/ul>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<div class=\"wp-block-getwid-icon-box has-icon-left has-text-left\"><div style=\"margin-right:30px\" class=\"wp-block-getwid-icon-box__icon-container is-position-top\"><div class=\"wp-block-getwid-icon-box__icon-wrapper has-text-color\" style=\"font-size:60px;padding:0px;color:#000000\"><i class=\"\"><\/i><\/div><\/div><div class=\"wp-block-getwid-icon-box__content\">\n<div class=\"wp-block-getwid-advanced-heading\" style=\"margin-bottom:5px\"><h3 class=\"wp-block-getwid-advanced-heading__content has-text-color has-black-color\">As the \u201ctrustees or facilitators of the school\u2019s vision and mission&#8221;&#8230;<\/h3><\/div>\n\n\n\n<p class=\"has-small-font-size\">As the \u201ctrustees or facilitators of the school\u2019s vision and mission,\u201d the School Community Council:<\/p>\n\n\n\n<ul id=\"block-eb414fda-407c-4757-9663-29dbc809f960\" class=\"is-style-checkbox wp-block-list\"><li>Acts as a caretaker of the school;<\/li><li>Functions in an advisory role;<\/li><li>Practices good stewardship and acts as a whole, taking responsibility for communicating with all role groups and for the benefit of all children rather than as individuals representing a role group and specific agendas;<\/li><li>Approaches issues from a unified perspective;<\/li><li>Garners community support for major initiatives;<\/li><li>Focuses decisions based upon what is best for ALL students;
